Where can I find a guide that tells me which of their powers are best? I want to read the info, not watch a long youtube video.

    The wiki has all the bridge officer power breakdowns; /r/stobuilds on reddit has complete breakdowns for a lot of ships, though some of the equipment/bridge officer/duty officer interactions rely on more expensive equipment or traits.

    Remember that the ship must have seating. T5-U ships have none. T6 ships have either none, 1, or 2 kinds.

    If a ship has Lt. Commander Tactical-Pilot, then only a Tac bridge officer in that seat can use pilot skills up to rank 3. Your science and engineering boffs can do nothing, boffs in a second tac or universal seat can do nothing. And no one can use Command, Intel or Temporal.

    Also to note 'universal' applies to the big 3 (tactical - science - engineering) seat abilities, they don't work with specialization bridge officers unless it's noted (like lt cmdr. temporal - universal)

    ... and finally, ground specialist powers do not depend on the ship seats :) . Your boffs have full access to all ranks of their specialist type for ground powers.

    Also a good point - I have an officer that spams some of the group buffs from command so I don't have to.

    Also a good point - I have an officer that spams some of the group buffs from command so I don't have to.
    That's the only purpose of ground specialization abilities, really. There are a few exceptions, though, but they are rather for niche builds.

    Healing, damage, and buff's.

    Given 2 of 3 are referred to damage, generally, I would advise OSS3 and majority of Temporal abilities as the only useful to slot (given they don't interfere with your tactical abilities that are commonly found in top damage builds). There are a couple more but they are highly specific to your build and min-maxing capability. Most of them, however, are just pure trash.
