Unable to access K-13 from Sector Space

In Sector Space there doesn't seem to be a dialogue option for going to the K-13 Fleet Holding (Transwarp still works).
The label is still there in Sector Space (K-13, near 20 Draconis II), but no sign of where to go to get the dialogue.
