Hearts and Minds on console [xbox/ps4]?

Does anyone know if this applies to console (xbox/ps4), or is it just for PC?

I can't seem to hail Franklin Drake, nor can I find him in person to see if he has the mission.

the forum post for the blog says [PC] Hearts and Minds Returns, so I'd imagine it's a PC-only event.
