To few listed since there are some interesting Cardassians that are missing like Garak, Gul Madred, and Tora Ziyal. I could understand not including Gul Madred and Tora Ziyal, but missing Garak is a huge oversight.
In the prime universe, he was in charge of the Obsidian Order. I would love to see how the mirror universe counterpart would turn out to be.
Why him over Mirror Garak? Because we already had plenty of him in DS9. He was just a generic minion/buffoon that checked all boxes on the generic villain list, even the actor admitted not liking the character, and I quote:

When has that ever mattered for introducing a character in STO? Besides this is the Mirror version of Garak we are talking about. If he wants others to think he is dead, then they will think he is dead.

With the exception of Tasha Yar, but that's the character's only gimmick, even back in TNG.
Scotty and Bones was introduced as characters in the Devidian FE and TOS Starfleet missions and it is extremely likely that they died by 2409 due to the presence of the U.S.S. Montgomery Scott in Battle Group Omega and in the Path to 2409 lore and the U.S.S. McCoy in Starbase 24 Rescue.

Time travel or Mirror Garak faking his death are both possibilities that STO can use. Of course, Mirror Garak would require Andrew Robinson and he seems more inclined to play Garak. Personally, I don't expect any mission involving iconic Cardassians until a Cardassian micro-faction is released.

It is a bit too early for Kelvin Garak since they have to introduce Kelvin Picard. Although, there is the problem that there might not be Kelvin Garak, Kelvin Picard, or the Kelvin version of any character in TNG, DS9, and Voyager due to how much the Kelvin Universe has changed compared to the Prime Universe.

It is a bit too early for Kelvin Garak since they have to introduce Kelvin Picard. Although, there is the problem that there might not be Kelvin Garak, Kelvin Picard, or the Kelvin version of any character in TNG, DS9, and Voyager due to how much the Kelvin Universe has changed compared to the Prime Universe.
