It is about a time loop. Deja vieu.
Maybe that explains it. I did it four years ago.

As the author of this mission, I'm not really sure why it shows up as new. Seems like the order might have been reversed in the list the last time there was a mission republish or something?

If you are right, that is a clumsy mistake made by the developers.
Hopefully they fix this mistake.

the new tag might be looking at the most recent publish date?

Every time there's a major update, all Foundry missions republish. All missions probably are tagged as new as that process continues. The highest rated missions fill up the search tabs, and the list changes as missions are republished until every mission is back up.
