It might have something to do with a general problem with objective progression and triggers in the editor. One of my interact with X was fine, but then the triggers it was supposed to flip weren't working. I added a pop-up dialog window afterwards and now things are fine. I suspect the problem started happening after I added some stuff further down the story progression. Try playing around with that (add something then remove it) and see if it clears the bug.
