In a public service channel I've seen people offering to donate FMs for free (as well as requests like yours for fleets who need FMs). So I can imagine you could get quite a lot by actually paying for them.
The problem is that as soon as people see you are paying they will gouge you. Just ask in the public service channels. Only offer to pay if you don't get a response.
You might not need to pay anything. In many fleets, people earned more flarks than they can turn in as side effects of other things like the Temporal Recruit rewards (1,800 flarks) and from the old version of red alerts.
People get credits they need to buy things, so just being able to turn them in is a fair exchange.
The only reason you might need to offer something is for the hassle of switching back and forth from their real fleet. If they don't have 2 characters in the fleet, both with invite privileges, then they need to ask someone else in the fleet to invite them back.
Why be in a solo fleet except to earn the extra bank slots?
Besides you're likely far better off to have try recruiting and getting other people to join you in your fleet, you can still restrict 1 or 2 of the bank area's for just fleet leadership if required. Then with more people in your fleet your also likely able to join an armada so you can donate fleet marks to their project's as well.
Currently if your solo in your fleet the only way to contribute fleet marks would be to first leave your fleet and temporarily join there's but that would disband your fleet.
Another idea: join an armada and make sure you are set to allow fleet mark donations. Then anyone in the armada with spare flarks can give you them without leaving their own fleet.
If you were in my KDF armada I could donate 10,000+ flarks from my 5 KDF and Rom-KDF characters since the fleet I'm in fills up the flark part of projects in seconds.
