Looking for advice regarding a ground accolade

Hello there. Just as the title states. I'm trying to get to 1000 Orion pirate kills, for not only myself, but fellow fleet members, for a particular RP arc involving our fleet. We're all KDF-ish players, and are unsure of where to go. We tried Nimbus 3, and the Orion bandits don't give credit. There's currently no foundry grinder mission for Orions to kill either. House on Fire mission only rewards one Orion Enforcer, which counts. I am unsure if Rura Penthe offers a number to harvest with the prison riot. But if anyone can help by pointing my friends and I in a direction, that would be really appreciated.
Once again, for KDF side, not Fed side.
