I wanna throw all of my eggs in one "fleet" basket!

Sorry to all of the long term forum regulars, but I needed to make a pitch of a request, and didn't want to attempt that in over a dozen varied threads.
Character creation is a favorite of mine in rpg's and I'm finding it difficult to support too many fleets with my diverse assortment of STO characters under two gamertags. What I'm looking for is a single Federation fleet and a single Klingon fleet to try and bundle them all under one banner to maximize my fleet donations for best results. I have nine Federation games running with at least four Admirals and I have four Klingon games running with at least one General. Of course two of these are Romulan, but they're affiliated (one to each faction).
If any console fleet will take holiday pity on my plight, that's Xbox One, I promise to be as good a participant as possible to the two groups that I consolidate under. And a seasonal miracle would be even more enhanced if said fleets were well on the way to tier 3 starbases?
Anyway, thanks for your kind attention. If this carrot rates a response here, I will happily supply my gamertags and/or character ids.
