I've noticed that too. Foundry mission options pop up but you can't enter them. I take it as a good sign that maybe the foundry will be available soon. At least I hope that's the case. This morning I found that the foundry missions in Neverwinter can be entered but the foundry there is still down to create new ones.

I wouldn't take it as a sign though that the Foundry is necessarily coming back online soon. Recently, Zero (the Matron Saint of Foundrying, for those unfamiliar) tweeted Foundry authors to ask which maps were having lighting issues. That suggests that they're still investigating problems caused by the Artifacts update. Next you would assume more work and then more testing.
BTW: for any passing devs the key points I've found are:
Extreme rainbows across all outdoor maps except Ancient Iconia and the Empty ground map [possibly a lighting probe issue? It's the same problem Nukara Prime is having on holodeck, natural terrain develops a patchwork of random colors which play merry hell with bloom effects]. It may be hardware specific but I'm not the only user to have reported this issue.
Omni-lights detail objects are broken, they do not emit light.
So, personally, I would optimistically bet for a few more weeks of downtime. But I'm also resigning myself to the possibility that it may not be brought back online before developer holidays start (pushing things back to January 2017.)

That's probably the truth and a wise way of looking at it. I just enjoy the foundry and doing (good) foundry missions more than the regular missions. Playing around in the foundry is often more enjoyable to me than the game.
I'm hoping that the foundry gets up and running sooner rather than later. After all, if you make people wait to long they'll just go find something else to do and forget about the game. It'd be nice if the devs would at least give us a general update. Even if its going to be longer than what they think the player base wants to hear. Like my old platoon sergeant used to tell us "Bad news does not get better with time."
I just tried it a few minutes ago, and it seems foundry missions can be accessed now. The foundry itself is still not working to create missions though. I didn't have time to play the mission, but I was able to enter one.

It's still questionable whether the Foundry will get fully restored before January 2017. Everything I thought they needed to address still need addressing (and there are a distressing number of other issues that we didn't see coming on Tribble (ex. ceiling lights that turn themselves off when you walk under them, ruined space lighting.) I can only imagine this will require scheduled dev time to bring Foundry missions (with exterior ground maps or elaborate custom builds) back to workable shape. Fitting that into main game QA with holiday break fast approaching, it's worth saying again that the Foundry may not be coming back in the near future.
