In "Voyage Home", the movie started with Kirk dictating a personal log about how they were entering the 'third month of (their) Vulcan exile'... It's approaching the first month anniversary of "Artifacts" and the update to kits and modules separating them further and allowing them to be upgraded. An unwanted side-effect of that was the way mission rewarded Kit Frames and various Fleet Holding Kit Frames - especially Romulan Embassy - were broken; mission rewards coming as Gold quality, Embassy Frames not working right, etc. Some of the victims of this problem were low-level Kits and Modules, especially the Standard Issue and Mk I versions that were given as the 'starter' kits for characters, especially Agents of Yesterday characters, that were 'locked out' so-to-speak by becoming blank inventory or kit slot spaces that couldn't be moved or accessed and the AoY 23c. Modules that, even after being upgraded, [i[could[/i] be equipped, but wouldn't allow their ability to be slotted in the power tray.
The Romulan Imperial Navy Kit has been fixed and is no longer awarded as Gold. Other Kits have been fixed. The 'locked-out' Kits and the Modules that can't have their powers slotted, however, persist. More than that, they persist with no communication - no recognition of there being a problem, no statement that the root of the problem has been found, nor even any announcement of a fix to come with an upcoming update...
I don't know, maybe I'm just a whiner (I've been called it and worse before), but a little bit more communication, recognition of players encountering problems, things like that would be nice.

Yeah, it's all been reported, by me and by others, over the course of the last month. That's actually the bigger part of the matter - problems are being reported, problems that can seriously hamper gameplay, but there's never any response, there's been half-a-dozen updates since "Artifacts" went live and nothing's been listed as fixed, not even listed as 'known issues'. For all anyone with this problem knows, it's just been given a 'forget it' hand wave and will never be fixed, that's my real point. It's not so much the bugs, it's the lack of communication, the sense that we're basically abandoned to the concept that problems will be fixed only whenever someone feels like getting around to it.
