I am currently playing the crystalline cataclysm event, mostly for the marks and sometimes I receive first, second or third place where you receive items of rare or very rare quality. And most of the time I don't really need these consoles or weapons. So what do I do with them? Putting them on the exchange comes to mind, but the prices are so low that it's usually not worth the hassle putting them there. The other option is discarding the items which nets you a small, pretty much unsignificant amount of EC. Both options are bad.
So, I do have an idea on how to make discarding items a better option. How about this, instead of receiving EC the player would receive an amount of "scrap" or some other char bound stackable item with the amount depending on the level and rarity of the discarded item. Then somewhere on ESD, Quonos or New Romulus would be a console where you could exchange the scrap for a special upgrade that would guarantee to upgrade the rarity of an item it is used on by one.
I assume that this would have multiple effects, mostly on the exchange, where most of the lesser valuable items will either disappear or go up in price, while more usefull items will keep their current pricing.

Given that starbases now have pure EC sinks, I don't see the problem with stopping by Zentan or some other vendor to convert unneeded items. Auto-guaranteeing a march toward all rares on all ships sounds like a game balance issue to me.
And, two words: fleet bank.
