Kit module not up grade to epic?

I have some kit module that i cant up grade to epic ? dint cryptic said that all module would be up gradable to epic,or is it a bug?

    At the moment you can’t upgrade any kit modules to epic. They are either epic quality from start or not. It is not a bug, it is by design.

    Kit modules from the following sources are always epic (and that without any upgrades involved):
    - Lock Box
    - Reputation Projects
    - Event Store
    - Events

    Kit modules from the following sources are always below epic and can only be upgraded to ultra-rare:
    - Story mission rewards
    - Fleet stores

    Now I have noticed that specialized kit modules from Dil store for example can't be upgraded at all. If this is a bug or meant this way I don’t know.

    Note that the plain white kit modules from vendors can be upgraded -- buy a low-level mark II or V (some kits only start at V) then upgrade. You have a pretty good chance of getting at least a VR along the way.

    (I have not tried this with the TOS kit modules yet, just 25th century.)
