Interphase Quantum Distributor only applying Exotic damage increase, not Impulse Expertise/Hull Pen

Interphase Quantum Distributor is only applying Exotic damage increase, not Impulse Expertise or Hull Penetration Skill. I looked at the skill list in orbit of New Romulas for both those, and neither Skill boost is applying, not seeing any other Skills being boosted either. Turnrate does not increase either.
