So, I've been playing my 23c character. Before leaving the 23rd Century, I picked up the Edren IV mission. Once I was in the "present," I found I could return to the 23rd Century by using the Transwarp to mission button. This allowed me to return to 23c Earth Spacedock, which meant I could continue to pick up 23rd Century Bridge Officers.
Today, I thought I'd go back and get a couple of new officers, but I found the transwarp function just took me to the present day Edren. Nice that I can still do the MISSION, but not so nice that I can't get to the 23rd Century anymore.
Anyone know of any other way?

Maybe someday we can get upgradable boffs and low quality boffs will have a use.

Some people - in fact, quite a few judging by these forums - want to go with 23c theming even if it's sub-optimal in game mechanics. Because, y'know, fun.
I would rather stay and play in the 23rd century for good.
Whats the real difference between 23c and regular. You put two vulcans and two humans and two tellarites together and you cant tell them apart
It's not a bug, it's a feature. It might go some lengths to explain why there was never a way to get back, not when the K-13 holding has basically everything you would want to buy in 23c ESD.

Just like with Fleet Spire and Embassy Kits, R&D/DOff/Admiralty slots that require the Fleet Research Lab, etc, it's all part of trying to make players join Fleets to get stuff they can't as solo players.

For starters beam in/out effects and, second, 23c tellarites are VERY different.
Honestly, this has to be the most annoying thing about STO. I don't think I've ever seen so much content locked behind not just being in a guild, but being a huge guild that can afford all these projects.
It's truly baffling, too. Re-building stuff like K-13 is often used in MMORPGs as busy work to keep players busy in between major content patches. Instead, it's just walled off from most people, I would say.

Do the beam-out effects match? What about the Andorian antenna position?
If "modern" feds can be made to look 100% 23rd C then I guess I could replace mine, but they've been fine through the Delta arc and Kobali dailies. I haven't done the Iconian arc with my TOS captain yet.
I cant get matching beam out effects on my roms, so I have to live with that.
They don't. But they do affect feel for some. For me it's already the different symbol for 23rd and 25th boffs, which will always remind me that I had to cheat on my Vulcan, since he forgot one boff to buy. (Also, 23rd still have different animations, namely the standard "standing" animation, in the character selection screen, instead of the kneeling down and watching your padd ones 25th got).
But it is similar to the question somebody asked a while ago about why people are thinking so much about names or looks for boffs and ships, if they don't change anything at all. Some are in the game for the mechanics, some for the story, most for a little of both. I know a similar situation from my main hobby, board gaming, where there is a distinction between "American" style games, which start with the story and then add the mechanic, and "European" or "German" style games, which start with the mechanic and then add the story. Fortunately both learned a lot from each other, so we're more and more getting the best of both worlds, but then, different people prefer different things.
Me, I have enough toons to do everything. Try and max my builds on my older ones, have some more story for my newer ones. They may never reach the top DPS but they'll have stories to tell.
At this point, whining about stuff not being accessible because you don't want to join a fleet is asinine.
