It depends. If the number of console players is satisfying, some of the missing features might arrive relatively soon. If not, then what you have is what you're gonna get.
It will be a few weeks. Changes to the game have to be approved by Sony and Microsoft first. PC has no middle man so things can come out faster. Most MMOs that are on PC and console are like that.

Content has already been created, they just didn't feel like adding it in when the game was launched.

it might take years to get the first fleet holding completed it all depends on the size of your fleet, fed side on the pc version I play we are just about finished with the current fleet holdings until they add the 23rd Century Starbase K-13 in the update today but on the kdf side we have yet to finish our first holding.
part of your problem may be the limited number of console players in these early days, it might have been wise for all of the current players to segregate into just 2 or 3 really big fleet groups so you all have a lot of members rather then creating hundreds of fleets with just a few members in each.

That they reward you with fleet marks already might suggest the holdings could be close. It would probably not be very hard to remove any fleet mark rewards.
I would not be surprised if it's all coming in one update. Okay, maybe a little, because it seems Admirality, DOFFing and Fleet Holdings at once might be a little much in one go. Maybe Nov 15 really just brings Admirality (which would mean you'd end up with a lot of Prisoner and Colonist DOFFs you can't use yet...) We'll see.

They've said that they're committed to bringing the console versions into parity with the PC version as quickly as they can. They've got people dedicated to making that happen, but it's not going to happen overnight.
Keep in mind that during the time that they were developing the console versions, they were revamping the lighting, creating all of the art assets and other content for the Agents of Yesterday expansion, creating new featured episodes, and running the summer event. Not to mention the tons of other stuff that they've done to improve the game.
They spread themselves pretty thin over the summer, so give them some time to catch a breather and then get back into it for the end of year content.

Some advice - grab all you can now, when you do get access to the holdings and reach the later tiers you will need thousands of fleet marks to complete single projects. It maybe does seem unfair that you can't get an instant reward for your efforts but if it helps on the PC I am continually telling my fleet that those who don't contribute don't earn fleet credit and can't buy goodies from fleet stores. So think of those fleet marks as an investment for the future, they don't use any storage space and whn the time is right you will be able to get some good quality gear with the fleet credit you earn when you are able to contribute them to your fleet. (For reference, my Fed fleet is 3 years old and we have only recently opened the "must have" consoles etc, so having to wait is normal).
If the events on console follow the same script as on PC you will also get a decent dilithium reward and shiny new toy for completing the event over x amount of days plus a bonus dil reward every day thereafter until the end of the event. So getting a few fleet marks to save until needed isn't a big deal especially as you will probably get at least 5 fleet holdings straight away when available.

When I reinstalled after a HD failure just before the last expansion the total was around 17Gb iirc - however please remember that relative size on different platforms may be due to variations in coding requirements. Also quite a lot of the graphics, sound and general mechanics of later expansions/updates will have been included in your initial download since some items are recycled or can be used elsewhere.
I agree some of the hooks for the missing content are already in the game i.e interface stuff for fleets/Doff/R&D/Diplomacy etc, heck some missions have optional diplomacy parts that console players can't do yet.
Console has around 50% of the game that PC has got, even the Wiki hasn't been updated for the console version yet.

STO for console has only been released in early Sept 2016, and you think it will take years to get fleet holding?
Every time I read these doom threads I can only imagine kid playing his console that his parent bought him on the TV his parents bought him yelling at his mom for not doing his laundry as he brushes off Cheetos crumbs as he's typing this blog on the Ipad his parents bought him.......now I could be wrong.....but that's just the impression I get reading all these......
