OK, so I am trying to build a set on an outdoor map. This set will be the interior of a base, built on top of a 500x500 gray building block. The problem I am having is that I can't get objects to appear right on the upper surface of the building block. Even when I use absolute zero as my Y reference, then walk on the platform and record a /loc Y axis, I still end up miles in the air. Setting the walls and spawn point at 3 above the terrain places them what looks to be 3 above the block, but placing them at 0 above the terrain, sets them right at the terrain, with the block embedded inside the walls. How do I get them to align -on- the block?

2. Align by trial and error.
There's really no other way to approach it. Certainly, it's going to be difficult for anyone else to try to align your map by text description.
Foundation blocks are somewhere about 15 meters thick starting from it's base (or there about). So if you've set that at zero Y you will need to set any object on top of it at a much higher altitude (~15y). If that's too high for the general build, then move the block down into the negative Y's (generally what I do). Try things out, see how they look, then try again. You CAN get everything to line up right but it does require careful experimentation (there's no specific "align-on-object" tool, though you can use the snap-to-grid to align things together in a rough way.)'
Also, one thing to note is that the Foundry editor's coordinates are set in meters. If you're simply seeing a mis-match when using /loc Y axis (I never have), it's quite likely the live game uses feet.

X/Z /loc number, divide by 3.28
For Y /loc number, dividing by 3.36 will put it within 1-3 adjustment range in the editor.
This is because the Y /loc number is in meters, where everything is done in feet. The conversion here is 3.36ft to make 1 meter. You'll still have to toy with it some, it'll still be a little to high or to low. But it will be close enough on for a starting Y placement. I'm still toying with this to see if there is a better number to divide by to get the right Y from /loc
