I'm thinking of Amar Singh, who is in some way related to Noonian Singh who created Data i believe. I associated him with Kahn Singh because he was trying to create Klingon augments, appears in 2 episodes, the other is facilty 4800 or whatever.

Shoot, wrong again, its actually Noonian Soong not Singh. So Amar Singh must have some relation to Kahn Singh.
Behind the scenes note for extra credit, both names Kahn Sinh and Noonian Soong were inspired by someone Gene knew in real life he served with in WW2.
I suspect Amar used Khan's name to reinforce his credibility as a bio-genetic meddler and leader of the supermen. Like how Napoleon modeled himself on the Romans to lend himself legitimacy. That's just my theory.
