I recall Cryptic releasing a kit of sorts for creating character pictures similar to duty officer portraits, and I've seen someone on the forums who used it to make his avatar. Sadly, I didn't download it at the time or have misplaced the files, and it's not on the media page, either. If anyone knows where to find this kit, there's at least one bottle of romulan ale in it for you.

I remember them having something up briefly when they ran a contest but the only existing templates I can think of were posted by anazonda on deviant art. You can find them HERE
