Blank abilities in bridge officer stations

Occasionally, the abilities of some bridge officers will appear blank in the drop-down lists for your ship's stations. Selecting the affected bridge officers in the "Skills" tab will fix the issue.
Steps to reproduce
1. Start the STO client and log on to a character in system space.
2. Press U and then click on the "Stations" tab.
3. Click on one of the drop-down lists in the "Starship" subtab under "Space Stations".
4. Notice that some bridge officers have blank abilities.

5. Press K to open the "Skills" tab.
6. Select one of the bridge officers that had blank abilities in step 4.

7. Click on the "Stations" tab again.
8. Click on the same drop-down list as in step 3.
9. Notice that the bridge officer you selected in step 6 no longer has blank abilities.
