Trade-in fleet kits do not come with modules

The following trade-in fleet kits do not come with modules:

[Romulan Engineering Kit - Fabrication Specialist Mk XII]
[Spire Engineering Kit - Bunker Fabrication Mk XII]
[Romulan Science Kit - Xenobiologist Mk XII]
[Spire Science Kit - Physicist Mk XII]
[Romulan Tactical Kit - Fire Team Mk XII]
[Spire Tactical Kit - Operative Mk XII]

I did not check the Mk XI kits, but I suspect that they have the same issue. Note that I cannot trade in the following kits at all:

[Spire Engineering Kit - Enemy Neutralization Mk XII]
[Spire Science Kit - Medic Mk XII]
[Spire Tactical Kit - Squad Leader Mk XII]

Steps to reproduce

1. Log on to an engineer who owns the following kits:

[Romulan Engineering Kit - Fabrication Specialist Mk XII]
[Spire Engineering Kit - Bunker Fabrication Mk XII]

2. Place the kits in inventory.
3. Go to the fleet embassy on New Romulus and take the turbolift to the shuttlebay.
4. Find the console that sells ground equipment on the left.
5. Click on "Requisition Ground Equipment". Click on "Store". Then, click on the "Trade-In" tab.
6. Trade in your Romulan kit. Verify that you did not receive any kit modules.
7. Go to the fleet spire and find the NPC who sells ground equipment.
8. Click on "Requisition Ground Equipment". Click on "Store". Then, click on the "Trade-In" tab.
9. Trade in your spire kit. Verify that you did not receive any kit modules.
10. Repeat steps 2 through 9 on a science officer with the following kits:

[Romulan Science Kit - Xenobiologist Mk XII]
[Spire Science Kit - Physicist Mk XII]

11. Repeat steps 2 through 9 on a tactical officer with the following kits:

[Romulan Tactical Kit - Fire Team Mk XII]
[Spire Tactical Kit - Operative Mk XII]

this is an issue on holodeck currently as well. I hope they fix it soon
