Cannot trade in certain spire kits

The fleet spire is missing trade-in options for the following kits:

On Holodeck, you can trade in

On Tribble, there are no prototype kits in the "Trade-In" tab at the fleet spire; the only Mk XII trade-in options are

I did not check the Mk XI spire kits, but I suspect that they have the same issue.

Steps to reproduce

1. Log on to an engineer who owns the following kit:

[Spire Engineering Kit - Enemy Neutralization Mk XII]

2. Place the kit in inventory.
3. Go to the fleet spire and find the NPC who sells ground equipment.
4. Click on "Requisition Ground Equipment". Click on "Store". Then, click on the "Trade-In" tab.
5. Verify that there is no option to trade in your kit.
6. Repeat steps 2 through 5 on a science officer with the following kit:

[Spire Science Kit - Medic Mk XII]

7. Repeat steps 2 through 5 on a tactical officer with the following kit:

[Spire Tactical Kit - Squad Leader Mk XII]
