Most ships missing from ship vendor on ESD

Not sure if this is my character specific, romulan specific or if it will be applying to everyone on Tribble.
Went to ESD ship vendor to fill out some low level ships to help with admiralty, and almost all ships are missing. Not just - cost (so can't buy, though some still had that), but not showing at all.
This included all fleet ships and all romulan warbirds, too.
