Universal Console Pack Rank Limits?

Hey all, returning player and I picked up a couple of Universal Console Packs this evening and am unable to open them, receiving a message that I'm not high enough rank to use the item. Is that a bug or is that a new mechanic? And if the latter, what level do the Kelvin Universal Consoles become available?

    Probably level 50 like most T6 ships.

    New mechanic. I'm not sure exactly when it was implemented, but most of the newer console packs and lockbox drop Universal consoles now have a level requirement. Presumably, it's to keep you from ripping through low-level stuff with consoles tuned to higher level stuff.

    I think it let me open the Kelvin console packs at level 40.
