Multiple "Unique" Items

The Romulan Imperial Navy ground equipment set is listed as "Unique - max of one per character". The STOwiki page says they can be upgraded.
My question is: does the Mk XII and Mk XIV count as two different items? If so, does that mean I can actually have THREE complete sets for myself and my BOffs, each a different Mk? Or am I restricted to one each, no matter what the Mk number is?

If it's any importance, the PC version, you can have multiple copies for each character so you can have your BOFFs all be outfitted. Now as for the console version, it's a stripped down STO light. So I would like to believe you should be able to get multiple copies if you run the mission multiple times.
