Conductive RCS Accelerator cannot equipt/ do not meet the requirements ? Help

in Star Trek Online General Discussion
So i bought this Conductive RCS Accelerator (http://sto.gamepedia.com/Console_-_Engineering_-_Conductive_RCS_Accelerator ) from the exchange. I am sub admiral II, and do not have any of the simillar items equiped, but it still says i cannot equip it.
Anyone knows what gives ?
What can be the problem ?

    Is your rank below 50? Some of the "Mark XII" crafted items really need Vice Admiral rank despite what the text says. Buy a white RCS mark XII console to tide you over :)

    The listed requirements are wrong, I had to hit lv50 before I could use the one I bought

    I already spend 100k on the console, i am not buying another one until max lvl.

    On PC the white mark XII regular RCS are something like 5,000 EC and you can re-sell it later since white does not bind. But suit yourself.

    White mk xii sell for pretty much their recycling value....geez

    That or level faster. 50 doesn't take that long to hit.
