i know how to get skills for them but i'm lvl 36 and all of crew are still cadets. so my away team is just getting one shotted and i can't give them better gear cause i don't know how to lvl them up

On your character window whn you select a Boff - somewhere there shoukd be a button to 'Promote' them. You can promote them up to one rank below yourself as you level up The top rank you can promote a Boff to is 'Commander'.

It is called Career Options, located on the bottom of the BOff's skill page. It offers two options: Promote and Dismiss. Never dismiss. Somebody will make a manual out of any BOff, no matter how useless. Promotions require Expertise, but I've never come close to running out of that.

True for the most part, but once a Boff joined your crew I think you cannot sell them anymore or press them into a manual, so "dismiss" is the only option (apart from "keep"). May be mistaken but am quite sure actually.
As for the OP, it's "Promote" either way. The larger problem may be gear though, rank isn't that important for Boffs (except for maybe a healer) when talking survivability. Not getting damage done, sure, but getting killed too quick shouldn't be a rank issue as much as a gear issue.

you can give them any gear that you are able to use. most of mine are still cadets and they're using the same gear as my level 50
By not promoting you limit the Skills that they can use. All my Boffs that have been Commissioned are Commanders.
Officers that you keep in the Cargo Hold will gladly transfer some of their knowledge to you before you send them to the Solyent Green tanks. The same goes for those Officers that you have down in the Ward Room. However, a trusted member of your Bridge Crew, that has worked side-by-side with you, will never give up their Skill 'secrets'. Maybe they feel betrayed about the dismissal.

Huh??? What does that have to do with anything. You can give your Away Team the same type gear that you wear. If the question is about say Mk IV gear for the Boffs then you either need to purchase new gear of a higher Mk or Upgrade the gear that they have, if you can.
'Cadets' imply that they have not been promoted. If you Promote them they can have the Skills to make them more survivable, both offensively and defensively. Nothing with the fact that they may still be cadets has anything to do with the kind of gear that they can wear.

BOffs who have joined your crew can be directly traded between players. Back in the old days, that was the only way to get the good skills. Dismiss a BOff and you get nothing. Trade him and your friend gets a free manual.
Ranking up a BOff allows it to use more powers in combat and that makes the BOff's more valuable. I advocate ranking those suckeres up every time your captain gains a new rank.
Right now, my team of Boff's are awesomely powerful, a couple of them have skills that are literally blowing away everything in front of them. Also, give each one a tribble. They will use them for the 50% HP gain. They are all using mark VI armor and weapons, most of them green or blue quality.
And like others have said, don't be afraid to spend some time giving them decent uniforms, assigning them the correct colors on said uniforms (blue for science, red for tactical, yellow/orange for engineering), and maybe alter something about their looks.
I have to admit that I have kept their names as given, after all, Tovan is just Tovan, he couldn't be anything else. He is also effectively my First Officer, and gets all the weapons and armor that I don't need on my own character unless he is already equipped with better stuff.
