Originally I played on PC but I've not played for a year and a half (give or take) now I'm back and playing on console a bit bummed that I couldn't transfer my old characters OR my C-store stuff (I'll get over it eventually) but dang have things changed and for the life of me I can't figure out how to train my bridge officers grade III abilities (still getting use to the ability wheels) and what happened to anomolies? Was hoping to have plenty of R&D going by now. Don't get me wrong some things have changed for the better (love the fact the quadrant is the maps instead of each individual sector) not to mention it looks like some of the story arcs have been condensed (looks at cardassian arc).

1) how do I train my bridge officers with grade 3 abilities. (step by step please)
2) what happened to the R&D system and the anomolies that you get the components from?

It comes with that weird weapon system.
Now my question is this : does it automatically activate? Or what do I need to do in order for it to work. Because I can either not tell that it's working or it is not actually working.

boffs are trained with III abilities through crafted manuals by players with those particular specializations on the officer training button on R&D.
You get rnd from the usual space and ground locations, comet/abandoned ships/unknown nebulas in space, admiralty rewards, doff assignments, and the pve queues.
- pc version answers; console may still be lacking recent features.

Call me "dum and blind", but I cannot see any training button aside from the Promote...
I am at LVL 22, promoted my BOFF's but although I purchased manual (example level 2 emergency power to shields), I cannot find any way to train my eng boff with it...

Most Lvl 1 and 2 abilities are found/purchased buy using a bridge officer trainer. If you have a LVL 2 ability but cant promote your Boff to be trained in that ability..you might not be high enough lvl to promote or don't have enough experience points for the promotion.You are only lvl 22..

Many LVL 3 ability's have to be trained by a captain (Usually stuff will tell you what rank you must be to use) of that type when they have a certain number of skill points allotted in either Science, Tactical or Engineering for example...
ENG - Emergency Power to Weapons III
SCI - Polarize Hull III
TAC - Attack Pattern: Beta III
All require Requires 12 Engineering Skills points invested for that class of captain to make those manuals.. However since crafting is not yet available you may not have access to the most of the LVL 3 abilities outside a bridge officer that might have them...But on the PC you can find these on the exchange (due to them being crafted and put up to be sold.).

Still, does not "explain" why I cannot use a training manual for level 2... Or could it be because i am in "normal Difficulty"?
When you find it, you simply click the highlighted "Train" button to learn it and then replace the skill on the Boff's current abilities. You'll probably then need to go to the ship's stations page and select reload default for the new skills to load in.
OP, i think this is the answer to your question. Click on your boff, then go to the Skills tab.

Finally found where to go LOL.
With all the explanations and screen from the PC, I was basically not looking at the correct place, expecting to see a page with many tabs and such, but the "minimalist" of the xBox confused me...
It is not a "skill tab" per see, but on the crew stations, where you select what skill will be the one "mapped" to a button that you get the list of all skills and which one can be updated.
