Star bases in foundary

I know you can add them to the maps but is there a way to make them attack you or an enemy? like if i made a klingon mission to conquer ds9?

There was a trick before where you'd put an enemy ship inside the starbase geometry and they'd shoot from it, don't know if that still works.
