Help me identify a ground ability

In recent days I been noticing a ground ability. I can't identify it. I can't tell if its a mine or if its a grenade. When a player uses it, the target looks to be frozen for a few moments and then all of a sudden the ground erupts in water. It seems to slow the NPC caught inside of it. Can someone identify that power for me? Thanks

Sounds like the endothermic induction field science module that is available during the Winter Event.

here. this is what they're talking about. the normal one (Exothermic) does fire damage. this does cold - similar to a Breen weapon.

figures and you have to do a winter event to get it okay no wonder I can't find it on the exchange

No, you only need to see Q to unlock the winter store during the event then you can buy from the store all year round through the reputation tab using materials available on the exchange
