beam down borg security officers

I saw a Player who was in ESD and he beamed in two Borg security Officers right beside him ...... HOW DO I get that ability ... my Toon Is a Tactical Officer and I have Liberated Borg Security Doff's for my ground duty officers which both give me the "chance to beam down additional security officers" . soooooo how do I get the Borg one's to show up instead of the red shirts?
