Admiralty week progress bar not moving (AGAIN, people?)

So, once more, the bar isn't moving one millimeter. Now, last two weeks were wonderful. But a repeat of week one? Would someone mind explaining to me how that happened A SECOND TIME?

    Well Admiralty has been badly broken since day one so it wouldn't surprise me if few people are bothering with it. Trying to get to level 10 Admiralty has been a very frustrating experience due to the bugs.

    Maybe it's another attempt to regulate the dilithium exchange: a malus on all dilithium rewards.
