I've briefly joined some of the fleets that always seem to be at the top of the forums. I didn't stick around because it just didn't fit, I have nothing bad to say about any of them. Fleets like Liberty Task Force and the like. I have a couple characters in the fleet I helped found, but we are tiny and relatively inactive in regards to doing stuff together.
What I am looking for:
* Active, with a decent population during prime time US.
* Voice Comms for operations. I prefer TS3 and Ventrilo. Mumble gives me issues, but I can at least listen.
* Premade groups for STF queues, not only to learn better ways and tactics, but to learn better builds.
* A preference for AoY captains. Not a deal breaker.
* Lastly, it has to have a cool name. And no, you don't decide if it's a cool name.
I don't care to have access to the fleet bank, rather I prefer not to have it. Can't be accused of stealing if you never had access. What I would like is access to the fleet holdings, both contributions as well as stores. I know that often means earning that privilege, so long as it's actually gonna happen, and it doesn't mean becoming a pauper to do so. And, I really have no ambitions of becoming an officer in the fleet.
I am in no rush, I would like to be active in a fleet, but it's not gonna kill me to continue playing solo. Wow this is sounding like an online dating profile lol.
Oh lastly, I'm not really into RP. Bad experience in an RP guild in another game, because I didn't know something very obscure from a soft canon source. That and I've been me for so long, it's hard to be somebody else.

I think the hardest ones would be around AoY Captains although as you said it's not a deal breaker hopefully this won't be a big issue. Most fleets are probably focusing quite a bit on AoY at the moment given that it's new but I can't say I've seen many if any fleets that tick your other boxes that are heavily AoY focused.
Aside from that, cool name could be a sticking point depending on your definition of cool, there are some pretty weird fleet names out there and I have to believe that a few fleet founders are really regretting their choices a few years down the line.
