been away few months ago, cant remember where to get refugees.

i came back for summer festival Risa for limited time for new ships, but no time for surf racings.
i just played new captain from 23rd century, it was fun.
but my main lag behind on recruitings and tradings, that was last 2 that seem way too rare to see it often or cost too much.

anyway, where do i find more refugees? they seem to be retired from the game? besides of getting from exchanges.

    Complete the Nebula doff assignment chains.

    A new repeatable assignment will unlock, Support Colonisation efforts in (name of nebula). This will give you at least a refugee and when critting the assignment, a very rare doff.

    Sometimes you also get them from exchange assignments.

    kdf need to check their ops DH regularly for "Offer sanctuary for refugees from Federation aggression".

    also they can pop up in the pool of doffs you recruit at Academy.

    Yeah. I've had a refugee pop up in the general recruitment category at the academy.
    Now a LTS and loving it.
    Just because you spend money on this game, it does not entitle you to be a jerk if things don't go your way.
    I have come to the conclusion that I have a memory like Etch-A-Sketch. I shake my head and forget everything. :D

    I sell them on the exchange for about 25k ec each. Peanuts. Can't use them in fleet projects.

    They can be used in the "Asylum" DOFF missions too.
    Now a LTS and loving it.

    Can't speak for the KDF (my KDF character's fleet is... not very active), but Starfleet bases get a project to 'repatriate refugees' that requires a couple handfuls of refugees, of varying quality.

    Create a toon and level it up to 11 so it can do doffing. Empty it's DOFF roster. Buy cheap blue/purple DOFFs and grind them up. Mail DOFFs you want to your other toons and sell off the rest. That method provides many benefits like getting plenty of refugees, having doffs to feed to your fleet and makes you some ec as well.

    I can't imagine blowing a refugee on a Fleet project - they're the non-optional magic coin needed to pull the handle on the seek asylum missions that give you a crack at much higher tier Doffs. Even if you don't want the Doff you get in trade, breaking that one down can give you a heap of common officers to sell of to fleet slaver- 'erm, transfer to your starbase :). Meanwhile prisoner and even colonists are a dime a dozen for those open-ended civilian sinks.
