3. Track speeds and impact
Kelvin photon overtakes Quantum Phase torpedo.
Conclusion: There exists in the current game code the ability to increase the flight speed of non-destructible torpedoes.

I know. I TRIBBLE love it. If I cant decide what to have as a rear torp, the Harg is a no-brainer. It may not be effected by HY/TS, but it CAN have its CD reduced and it does reduce CD of other torps as well when Doffed correctly.
That said, OP: Can you compare the QP torp to other torps?
Compare as in speed? The same as Neutronic, EBM, Grav, and other "regular" torps. Kelvins are the fastest that I have demonstrated. I'll try the Hargh as well.
