Many are taken from missions (ex. Regulus, Gateway, Rura Penthe). Others are existing social zones (ex. Vulcan, Andoria, old Risa). The rest are generic base maps that were once used in the old "exploration" system (a tired old thing which was axed because it was pretty much non-content. Scan X, kill X, my look at how far we've gone into the unknown! )
Its conceivable that cryptic could attach these ground maps to random planets through the sector block, but to what purpose? You have to put something on them first and the process of doing that is part of what every foundry author does in creating a mission. You could ask that cryptic do something entirely analogous to that for an "official" mission entry (using only one representative map and whatever time they have to spare from their current projects), or you could just check out what's already listed in the Foundry top 3 system.

Did you know there are close to 100,000 Foundry missions available for play? (some without planets and some with multiple planets).
The question shouldn't be where are all the unique outdoor ground maps...the question should be....why don't we have a better SEARCH UI in the Foundry so we can see more than 50 missions!
The Foundry is one the things STO gets "right". Ninety percent of the content is hot garbage, but there are some Foundry missions that are incredibly well done. The skill and dedication of the playerbase is not to be underestimated, this includes some really good and unique maps.
It's a shame finding the incredible Foundry content is often difficult.
