Strange Alien Artifacts / Powered Alien Artifacts from duty officer missions were rendered mostly useless 2 years ago with the crafting system revamp. My suggestion: make the doff mission reward be high-end R&D tech upgrades, instead.

It is still thematically appropriate to the mission, and it would make the artifacts desirable again. Otherwise, the artifacts just take up bank space.

I've tried to make a case for these to either be removed since as you rightly stated, nothing more than junk now, or used for example to alter a modifier on gear. But considering all the issue's that have been reported concerning the duty officer system and as of yet none have been addressed, I'm sorry my friend but I wouldn't count on anything being done. Period!​​
