I keep getting lower quality of duty officers from UR xindi doff packs

is it bugged or craptic is conning again?

    The DOFF Pack is Ultra Rare, the contents are not.

    Right click on a Doff pack and choose info to see the contents. Most packs are a mix of different rarities.

    If the pack results don't match the pack description that is a bug. Put in a ticket and post in the Support area subforum.
