Recharge Torp DoFF and the new Kelvin timeline torpedoes

With the new KTL torpedoes you get a boost to reload times as one of perks of the weapon (no regen count is visable, as it is with other torp types), can anyone tell me do the recharge Torp DoFF effect this reload time? I have been trying to figure it out myself but it is making my head spin!!

The Recharge doffs do effect the reload but are not worth using if you have 2+ KTL's.
