It's definitely not fair to call the Devs lazy just because the TOS Zone doesn't have all the bells and whistles people want or because its purpose is limited and it becomes inaccessible after a certain point.
I'm sure that the Devs wanted to do more, but they had a deadline and priorities to meet.
When you start itemizing everything they delivered and what they're working on ( console), you realize it's quite a lot.
The TOS zone intentionally lacks the bells and whistles because players are not meant to be able to transfer 25th century items from other toons into the 23rd century. Alas, they forgot the shuttle bridge.
And it makes perfect sense it's not accessible after the time-skip. It would be completely irresponsible use of time-travel to go to the 23rd century just to shop for things with a different VFX.
But not keeping those 23rd century items available in the 25th century is an oversight. Hopefully to be corrected at some time.
I remain cautiously hopeful there will be a social zone added, though maybe as a fleet holding.

It is only logical that the 23rd century ESD and galaxy map be opened for 23rd century captains.
Otherwise they're not a real faction...

Yeah, it's sad they don't even bother to write the games storyline properly to their own products and encourage people to actually use 23rd century ships.
To be honest i'm sorry for the designers who created the 23rd century ships and put a lot of work into it, since basically no one seems to actually use them in game. And i'm sorry for the ppl, who bought the expensive AoY pack only to find out that using it doesn't make any sense in the games very own logic.
I don't get Cryptics mindset anymore.
First they put a lot of work in creating 23rd century ships (even endgame ships), interiors and equipment, only to use it for the first 10 levels and then tell the player NOT TO USE all that stuff and be some time agent from the far future.
Which is exactly the OPPOSITE AoY was hyped for. This doesn't have anything to do with greed or money, it's just pure nonsense.
Sure we often have seen Cryptics expanisons not coming up to our expectations, but this time it's way different.

Well, Rom isn't a real faction, so by your logic, they should remove the flotilla or make it accessible by all.

Its true the Romulans are not a truly real faction. The devs even said during S7 release they are not. They did however all they could to mask them in a way that gives them the feel of a faction even tho they are not one. At the end of the day they have to choose blue or red sides and the most compelling proof they are not a true faction is that they do not have their own fleet bases.
At the very least I think they need to either make a vendor on regular ESD for AOY characters to buy 23rd century gear from, or put a bank on 23rd century ESD so we can properly stock up.
Right now you can't go back and get more stuff, nor can you get a lot when you're actually there because there's neither a bank or a mail terminal, leaving repeating missions as the only way to scrape together energy credits at a snails pace.
As for ''themed'' social zones, for others, sure, for me, I don't care, I usually stick to whatever zone is most convenient.
Well whether anyone wants to call 23c a faction or not doesnt matter to me. But it would be nice to see the 23c ESD get a bit more use out of it. It's a bit sparse though so they would have to expand upon it a little bit which of course will take dev time and resources. Also there's the matter of our character's fate at the end of the 23c level 10 storyline mission. But since its time travel they could just have a brief cutscene with some text explaining how you are able to go back to 23c ESD. Maybe give you a fake mustache and some glasses as a disguise hehe. Maybe they can do a 23c adventure zone kinda like how they made a NR zone? add that in while at the same time expanding on 23c ESD.
An "expansion" consisting of a half-dozen episodes and a couple STFs we can finish in an afternoon, plus a shopping list of "do all the old content again" that won't even be available for more than a few weeks. A "faction" consisting of a tutorial area we can't return to and unique animations that don't work. Oh, and don't forget all the things that broke: even the basic standing and movement animations are broken, from multiple roll animations per roll to "thoughtful" pose just clipping straight to the final stance.
They really pulled out all the stops on this one!
EDIT: Almost forgot to mention the way the game keeps referring to AoY characters as Delta recruits. I don't even know what to say about that.
Don't forget, Animations which don't make any sense after the 23rd century tuturial.
