Is there a bank in the 23c?

    There is not. You need to use the account bank on your starship bridge if you're trying to transfer items into your toon.

    Yeah.

    No character bank and no mail.

    Just the account bank, available through the shuttle or your ship after you take command, though the location of the bank on the old ship makes the shuttle the easiest option to me.
