Tailor Revamp proposal - remove categories and faction limitations

I don't remember what I tried before this attempt, but this is the second time I've tried to customize a non Romulan BOFF on a Romulan captain and have it go horribly wrong:

The one on the left is my Captain, the one on the right is the BOFF I tried to customize.
Because the BOFF in question is technically a Starfleet BOFF, I couldn't apply the costume option I wanted.

Given that a Captain can have BOFFs from 3 separate factions now, I think it's long past time the limits and categories were removed and we just had universal pieces that can be applied to any BOFF.
This system allows for more flexibility in CO and it should be used here.

Also, the lobi store unlocks (like the one pictured here) should also be a universal unlock, you get Starfleet, Romulan and KDF unlocks from the one box, to allow for the fact that your character may not be a Romulan, but have a Romulan BOFF, for example.

I disagree on the removal of factional costume limitations with some exceptions*, but wholeheartedly support the abolition of category separation. If it's a costume you own and is appropriate to your character's faction, it should be mix-and-match-able.

*Fed Klingons, IMO, should have access to Klingon costumes ala Worf in TNG and all Diplomacy BOffs should be able to wear costumes from their faction of origin as well as the faction they presently serve.

I can see both sides, there's some things that really need to stay somewhat limited (the Ody, Bortasqu and Republic uniforms for example.), there's other things - such as the Romulan suspenders, Orion 'cowboy' boots or 23c Medical top that could work for just about any faction. Though I do think that it should be based on the Captain's faction, not the BOff's (looking at Diplomacy, Marauding and Photonic BOffs who are stuck in allied uniforms despite having a Romulan captain here...).

I've said it before and I'll say it again, there will be those who abuse the privilege if category restrictions were removed, there's always going to be people like that who abuse privileges - the mere fact that the Subspace Party Nullifier has to exist and that the Cryonic Grenade consumables had to be altered at one point are proof of that - but I'd like to think that, for the most part, We, The Players, care enough about our characters to do the best jobs possible in creating their outfits, trying to avoid clipping, inappropriate outfits, etc. and that given the chance we'd prove it.

I wasn't proposing all options be made available to all characters.
What I was proposing was that if your Captain is of a faction, that all their costume unlocks be made available to the BOFFs assigned to their ship, without using the faction of that BOFF to limit the available options.

Also, get rid of the off-duty/on duty segretation too.
The tunic I showed above is an offduty item, so it can't be combined with anything really.
And as BOFFs can't wear offduty uniforms either, another reason to get rid of the restriction.

Mostly, I just want the freedom of choice to experiment, if I have an idea, test it out to see if it works, if not, keep trying until what I am designing can be done.

And yes, I agree that if an item is generic enough in appearance that you couldn't say it belongs to that faction or this faction, make it available to all factions.

Makes perfect sense. After all, STO 'canon' shows at least one Gorn and one Romulan wearing Wells uniforms (the captains of the Poh and Tempus), so it would only be fair for a Starfleet Captain with the Wells uniform to unlock it for their Gorn Diplomatic BOff instead of them being restricted to KDF uniforms.
