AoY XP Bonus Pool

I have a 10k bonus pool item in my inventory and when I try to use it it says "you do not meet the requirements for this item". The item says you need to complete the tutorial first. Well I'm lvl 20 so I'm not sure if it doesn't work on AoY toons or I am doing something wrong. Anyone else seeing this?

I also in the same boat, it is the third AoY character I used had trouble with first 2 the no cut screen and unable to do anything.
