Can non AoY toons have AoY special effects?

I really like some of the AoY effects (Transporter sound and visual effects, torpedoes (and effects), Comm animator before beam up, Tricorder "V" key effect, Sci Boff heal power blue light up effect in particular).

Is there are way that other non AoY toons can use or acquire these effects?
