Upgrading Mk XII warp core to Mk XIV

I am still some what of a noob on STO. I want to upgrade my very rare Field Stabilizing Warp Core Mk XII to a Mk XIV. Can someone advise on how i can do this. If i had 100M+ to buy one off the Exchange I would but would like to not spend that kind of money.

Dil + tech upgrades (bought from Exchange if you want the Superior ones that give you the most bang for your shiny purple buck).

Won't cost anywhere NEAR 100m, probably no more than 5m at absolute most depending on tech upgrade costs.

Getting it to XIV isnt the problem (heck, do the romulan admiralty campaign and use those to just bump it to xiv for free). The problem is getting it to ur/epic.

I definitely want to get the warp core to an epic level.
