This way you can still get the perks later. This is what I did to my Delta Recruit. I'm still getting the perks even though I hadn't finished the story lines yet.

Not necessarily. A Delta Recruit just needed to complete the first mission to get the Tesseract Communications Receiver to get the various Delta Recruit rewards. The Temporal Agent Recruit will have a similar device to achieve the same purpose. So unless the Temporal Agent Recruitment Officer only appears just before the TOS character is sent to the 25th Century, then we don't need to be at level 10 by event's end to get the perks later.
