Well, the simplest method is to post your idea on these forums. The Devs do read the forums, they just don't post terribly often. But that would open your idea up to all kinds of ridicule... er, I mean criticism, from the community.
You could send a private message to one of the developers, which would eliminate the criticism from the community. But I'm not sure the devs would appreciate getting private messages from anyone/everyone who has an idea. So, officially, I wouldn't recommend that approach.
There have been many people with ideas about the concept of a Cardassian faction, so I'm just gonna assume that your idea is a bit more creative than most ideas seen around here. If I'm not mistaken I believe the Devs have/are considering a Cardassian faction so I'm not sure if your idea would be a useful addition to the list of ideas they already have. Still, couldn't hurt to voice it anyway, might lead to something useful down the road.

Which would not give your idea much credibility, and it would end up like the numerous other ideas which have died in General.
Also don't be upset if you have zero response from them. That is the outcome that you should expect, actually. Over the years It has been said a number of times by different Devs that they can not accept ideas from out of house do to the legal issues involved.
There are only 3 times that a fan concept made it into game and one of those is just a rumor. The Ship design contest that gave us the Odyssey, The Jupiter class which Cryptic developed and fans chose the visuals for, and the third one (The rumor) the scanning mini games. Were posted on the Reddit boards and made it into STO after a LOT of Legal issues.
Anyway for your idea to have its best chance would most likely be to go to the Reddit Forums. Pretty much nothing here is taken seriously by anyone.
I'd say your first mistake is thinking that a Cardassian faction isn't already "on the table" and has been there almost since the day the game was first white-boarded by the previous company working on it.
They know. They've had that same thought literally a thousand times. The problem is the ugly, time consuming, nitty-gritty toil required to take that idea flesh it out something tangible and then deliverable hasn't been worth the pay off. The question is what kind of painstaking, time consuming, carefully researched both against canon and against the limits of the STO engine problem solving have you got to offer? Because that's the part that might, maybe interest them.
Getting shot down (a lot) is part of the creative process. You might not believe the number of ideas that get killed on a daily or hourly basis here.
There have been a couple of not-bad suggestions in this thread. I'm hesitant to jump on board with them, or call them out publicly, since it might be too late for a major change like this. I have to check a lot of variables on my end before pulling any triggers.
The GOOD news of this thread is that it contains a whole bunch of ideas that, while they might not be excellent suggestions for a Skill, would definitely make the cut for Traits, Starship Traits, Spec Abilities, Set Bonuses, or Doff Abilities. So while I might shoot them down now, I'm also bookmarking the thread for later reference.
Be aware though that the idea of making a Cardassian faction is not new in any way. And anything more detailed then "we should have a cardassian faction" probably will be so dependent on knowing Cryptic internals that it's just a thought exercise.
