Unable to claim Commander Ship reward

See my thread in general discussions. Unable to claim any ships after lieutenant ship. No promotions from Admiral Quinn and therefore unable to claim ships as I level my character up. Is this how the AoY is supposed to work, or is this a bug? It is very difficult to complete the higher level missions when you are only flying a Lieutenant level ship.
