Romulan Fedaration quests bug

Once and future agent and stuff need be fixed so they work as well for romulan fedaration characters and updated so they point to right sub faction!
sub faction as in either KDF or Fedfaration
all romulan character are pointed to quonos need be updated to Romulan flottila instead!

    That's odd. My Fed-Rom is getting pointed to the Flotilla. I'm assuming that's the intended behavior. Wonder what's causing the discrepancy.
