Getting new DOFF assignments

I talked to a security officer in operations and got a turn in contraband assignment, I just now discovered that I still get the assignment without having to go to the officer. Does this apply to all assignments gotten from npcs including going on to your bridge and talking to bartender,chef, ect?

And where can I find a list of npc's that give assignments?

I have never gotten that assignment without talking to the security officer first. That being said ..... I have noticed a number of times that if I talk to the security officer, then cancel the assignment because I don't have enough contraband, the assignment then (most times) still shows up in (I believe) the current map list (or maybe the personal) without talking to the security officer again.....until I leave that particular map.

I have seen the same thing happen with the trader on DS9, the Doff assignments person at the Fleet research lab .... basically every NPC that gives quests. If you watch your notifications closely, it tells you that you have been given that assignment as soon as you select it, even if you then choose not to actually do the assignment, it appears that it has already been added to your available assignments list and remains there until you leave that particular map.
